Governor, CM congratulate karate team

ITANAGAR, Sept 21: Governor of Arunachal Pradesh JP Rajkhowa and Chief Minister Nabam Tuki congratulated Karatekas of the State for their brilliant performance in the recently concluded Commonwealth Karate Championship 2015 at New Delhi. He also congratulated the coach and officials of Arunachal Karate Do Association for the success.

The Governor said that they have made the State, Region and Nation proud by winning six gold medals, three silver and three bronze medals at the prestigious International Competition.

Reposing his faith on the inborn potential for martial art and adventure sports among the youths of the State, the Governor expressed hope that the martial art practitioners will maintain the same tempo and competitive spirit and clinch medals in the Olympics also in the future.

The Governor exhorted the youth of the State to draw inspiration from the exemplary performance of the Karatekas and excel in their chosen fields. He said that there is no substitute for sheer determination, hard work, dedication and commitment to achieve success. Kamin clarifies stand

ITANAGAR, Sept 21: Diyun-Bordumsa MLA Nikh Kamin today clarified that he has not issued any kind of congratulatory message related to the Supreme Court judgment granting citizenship rights to the Chakmas and Hajongs. While responding to the statement of AAPSU alleging him of giving congratulatory statement in support of the Supreme Court order, Kamin said he has not given any such statement in social media or to any individual or community as alleged.

As a former APPSU activist, I even went to jail for the same cause during my school days. It is therefore unquestionable for me of taking such immature step which would hurt the sentiments of the indigenous people of Arunachal Pradesh particularly the apex students body who have been spearheading this cause, stated Kamin in a release.

HC order for full implementation of 6th CPC

ITANAGAR, Sept 21: While hearing the Writ Petition no. 410 (AP) 2014 filed by one Bamar Yinyo, the Gauhati High Court Itanagar permanent bench Naharlagun has directed the Arunachal Pradesh government for implementing the 6th Central Pay Commission (CPC).

‘...hereby directed to implement all recommendations/admissible allowances as provided in the 6th Central Pay Commission (CPC), as per government guidelines, without further delay, preferably, within a period of three months from today, to redress the grievances of the petitioner as well as other similarly situated persons,’ the court order passed on September 10 last read.

EE refutes allegation

ITANAGAR, Sept 21: The Executive Engineer PWD Division Mariyang has termed the allegation against misuse of Rs. 7 crore in the area by one public leader Thomas Borang as misleading and unfounded.

Mariyang division is executing six schemes under SPA 2013-14. The total cost amounting to Rs. 7 crores. The works were awarded through competitive bidding (tender) to three registered firms namely M/S Pamong Construction Yingkiong, M/S Tani Takar Enterprises, Geku and MM Enterprises, Pasighat. The award letter was issued on March 4, 2015. Most of the schemes consisting of small works were clubbed together; as such most of the works were able to achieve good progress in short span of time. The first running bill was paid to the firms during March 2015 for their work done upto end of March 2015. The unutilised funds have been kept under part-V, he clarified in his letter written to the PWD Superintendent Engineer, Boleng Circle.

He further informed that the PWD office Mariyang division has started functioning for which an instruction was issued on September 4 directing all the staffs to attend the office at Mariyang on regular basis. The PWD office at Mariyang was abandoned and was functioning from its transit office at Pasighat since 2011.

Buddhist culture festival at Dirang

ITANAGAR, Sept 21: The Union Ministry of Culture in coordination with Central Institute of Himalayan Culture Studies, Dahung will organise a Buddhist Culture Festival at Dirang from October 1 to 5.

Various programmes relating to Buddhism, like Lama Chanting, Butter Sculpture, Sand Mandala, Monastic Dance, Meditation, Dharma Exhibition, Thangka Paintings, Sowa Rigpa, Dharma Talks and local folk performances will be organised during the five-day festival.

Union Minister of State for Home Affairs Kiren Rijiju will attend the programme on the inaugural day.

Free health camp conducted

BOMDILA, Sept 21: Two days free health camp was organised for the students of Government College Bomdila (GCB) by the Women’s Cell, GCB in collaboration with the District Hospital Bomdila in the College’s premises.

During the inaugural function on Saturday, Principal, Government College Bomdila, S Khandu in his address while highlighting the importance of a healthy body and a healthy mind, urged the students to take full benefit of the health camp. He assured to take up such beneficial works in and outside of the College campus for the larger interest of the society.

ITANAGAR, Sept 21: The Banderdewa Circle Youth Organisation has requested for providing an ambulance for the Primary Health Centre at Banderdewa.

In its letter to the Director Health Services, it said that it becomes very difficult for the patients to manage for transportation to reach the PHC in case of emergency.

GASU sports meet begins in Guwahati

ITANAGAR, Sept 21: The 49th Arunachal Sports Meet organised by Guwahati Arunachal Students Union (GASU) started on a colourful note at Khanapara ground, Guwahati today. A total of 16 teams are participating in men’s football while four teams are taking part in women’s volleyball competitions.

Inaugurating the week-long Sports meet, GASU Games & Sports Secretary Byabang Noah Dui and ANSUG General Secretary Deo Sangno suggested the participants to maintain sportsman spirit throughout the meet.

The opening match was played between Dui United FC and NERIM in which the former defeated the latter by 4-0.

Road repaired through social service

SEPPA, Sept 21: Concerned over the dilapidated road stretch of 70 to 80 meters, leading towards general hospital, Seppa, which is full of potholes and cracks, the members of Arunachal Helping Hand Society (AHHS), an NGO conducted a social service on Sept 19 and renovated the road.

Large number of people from the medical colony including doctors and medical staffs also joined the social service and extended all possible help to the volunteers.

The road leading towards General Hospital, Seppa did not witness any maintenance work for last many years and with improper drainage system, the road turned out to be worse during monsoon season causing huge inconvenience to the commuters, especially pregnant ladies,” the society chairman Yukam Bagang claimed, who also extended all possible help for successful social service.

Traders booked for violation of LM Acts

ITANAGAR, Sept 21: The officials of Legal Metrology and Consumers Affairs of East Siang district unit seized crockery items from two shopkeepers of Pasighat market recently for violation of Legal Metrology (Packaged Commodities) Rules, 2011. The Assistant Controller and Inspector (LM) after receiving a tip off through its e-mail ‘dcpopasighat @gmail.com’, conducted checking in those stalls and found that the packages of the items available with the traders had their original maximum retail price (MRP) printed by the manufacturers smudged off and stickers mentioning the prices were fixed by the traders themselves in place of the original MRP price tags.

Both the traders were imposed fine of Rs. 5,000 each.

The team also seized many non-standard weights and measures from eight fabrication/hardware and grocery shops of Pasighat market for violation of provisions of Legal Metrology Act, 2009.

Due to active awareness campaign conducted in the district in the last two years, complaints on illegal practices by various traders, businessmen are pouring into the official e-mail of the department. Accordingly, the department is acting promptly on receipt of complaints, said Inspector Lupha Sikhet (Taipodia).

He also assured that the department will never disclose the identities of the complainants unless they wish to do so.

Farmers trained on nursery management of Cole crops

ITANAGAR, Sept 21: In all, 40 farmers took part in a Krishi Vigyan Kendra (KVK), Anjaw conducted day-long training on Establishment of Nursery and Nursery Management of Cole Crops at Tafraliang village on Sunday.

The training aimed at encouraging cultivation of Cole crops through proper nursery management. During the training, Subject Matter Specialists of (Plant Protection) and (Horticulture) elaborated in detail about the establishment of nursery and its management including nursery bed preparation, soil treatment, methods of sowing, essential operations in nursery raising, aftercare etc.

The KVK also organised a day-long training on mushroom cultivation in the village today, in which over 35 farm women and rural youth took part. The trainees were acquainted about various aspects of mushroom cultivation and were imparted training on Oyster mushroom cultivation commonly known as Dhingri.

Highlighting the favourable climatic condition of Tafraliang for cultivating mushroom, Subject Matter Specialist (Plant Protection) urged the farmers to start cultivating oyster mushroom on a commercial scale.

Later, the trainees were also distributed spawns and polybags.

Training for MOs on mental health

ITANAGAR, Sept 21: A three days training programme for medical officers of Papum Pare district and ASHAs began at the conference hall of Directorate of Health Services, Naharlagun today.

Addressing the participants in the inaugural session, Director of Health Services, Dr. M Jini exhorted the doctors to take full advantage of the training programme. He also appealed them to apply their knowledge of psychiatry in treating psychiatric cases in the rural area in association with the mental health specialists of the department.

Dr. Haniya Payee, Sr. Psychiatrist and State programme officer (Mental health) explained the magnitude of mental health problem in the society and various treatment options available for the same. He expressed the hope that the training would help in bringing mental health services to the people and would reduce the large existing treatment gap.

Dr. NA Namchoom Ete, Sr Psychiatrist, ASH, Naharlagun, spoke on the methods of assessing the psychiatric patients. The training on mental health awareness for nurses, paramedical staffs etc. will follow soon.

Awareness prog for adolescence girls held

YINGKIONG, Sept 21: A two-day awareness programme on “Health and hygiene, cleanliness for adolescence girls and girls sensitisation and campaign against drugs abuse and sexual harassment and POCSO Act & Self-Defence (Karate)” was organised here in Upper Siang district on Sept 18 and 19 last. Addressing the inaugural session, ADC Tapik Pertin briefed on the importance of the programme. While, SSA district coordinator Norbu Tsering explained the aims and objectives of it. Among others, Upper Siang DDSE and Gender Coordinator, SSA, O. Perme also spoke on the occasion.

This was followed by technical session, wherein the resource persons gave lecturers on various topics of the awareness programme.

Bameng-Lada road construction begins

SEPPA, Sept 21: Bameng to Lada road construction work has finally begun on Sept 20 last bringing an end to the long-felt demand of the residents for construction of the 55-km road connecting Bameng town to Lada village in East Kameng district.

The Centre had approved the construction of the road in January 2013 under the Pradhan Mantri Gram Sadak Yojana (PMGSY) and the then-Union Minister for Rural Development Jairam Ramesh laid the foundation stone of the road project in Feb 2013.

Meanwhile, the All Liyak Welfare Society chairman Dobing Sonam has appealed to villagers of the nearby areas of the road to extend their co-operation for smooth implementation of the road project.

ROING, Sept 21: Training on Special Summary Revision of Photo Electoral Roll was conducted for the EROs and AEROs of Lower Dibang Valley district with respect to Jan 1, 2016 as qualifying date at Anchal Samiti Hall here today.

CO (Election) Mary Nanom Taloh imparted training on draft publication of E/roll, filling of claims and objections, disposal of claims and objections and also highlighted about Management Information System (MIS).

Engineer gives written assurance for payment

ITANAGAR, Sept 21: The Assistant Engineer, PWD, Doimukh sub-division on the approval of Executive Engineer has given written assurance to the contractors for early payment/clearance of their pending liabilities/bills against repair and maintenance works carried out during 2014-15 from Doimukh to Gumto within 40 days with Sept 20 being the first day. The assurance was given responding to the demands of the Emchi and Gumto Youth Association and contractors, informed the Association providing a copy of the written assurance.

NSU writes to PCCF

ITANAGAR, Sept 21: The Nocte Students Union (NSU) has written to the PCCF alleging irregularities in the recruitment for draughtsman, UDC, LDC and Forest Guard conducted by Chief Conservator of Forest, Deomali. NSU in its letter claimed that many relatives and dependents of the forest officers have got selected. Union sought for withholding of appointment order until a clear picture about the recruitment process comes out.

Restore water supply pipeline: TPYWA

ITANAGAR, Sept 21: Informing that the water supply pipelines and water storage tank installed near the road side within Toru Panchayat segment have been badly damaged due to on-going Trans Arunachal Highway construction works, the Toru Panchayat Youth Welfare Association (TPYWA) in a letter to Papum Pare Deputy Commissioner appealed for early restoration of the damaged water supply system. The Association further claimed that PHED is not able to take up the pipeline restoration work due to paucity of funds and the TAH authority also did not provide any funds to the PHED for restoration of the same.

DC urge villagers to shun Opium cultivation

ITANAGAR, Sept 21: Admitting that mere destruction of standing poppy crops was a not long-term solution to the opium menace, Tirap Deputy Commissioner Ravi Jha said that the drive would be continued as a punitive action that would discourage the villagers to cultivate opium.

Addressing a public awareness meeting on eradication of opium at Lazu yesterday, DC Jha passionately appealed them to shun the vice of opium cultivation and its consumption. The Deputy Commissioner, who is spearheading the crusade against opium, told the huge gathering to extend their fullest cooperation to the survey teams that would visit the opium affected villages of Lazu area.

He said that the survey teams would visit and assess the situation and find out feasibilities for alternative crop cultivation.

Jha urged the HoDs posted at Lazu to station at Lazu to efficiently monitor all the development activities.

He later distributed salt packets, tea packets, torches, umbrellas and mosquito nets to the Chiefs, GBs and the participants.

Tirap SP, Jasmeet Singh asked the villagers to help the survey teams and also told them to seek help of the OC and his men whenever required.

The Project Manager, NERCORMP threw light on various schemes being implemented by them in the district and asked them to attend the meeting conducted by NERCORMP from time to time. The Project Manager said that the schemes under NERCORMP must be implemented under technical guidance and expertise.

Earlier, EAC, Lazu highlighted the problems, scopes and challenges in Lazu area.

The awareness meeting held at Lazu was a follow up action of the earlier meeting held at Khonsa on September 4 wherein 12 survey teams were constituted to survey the 13 opium-affected villages in Lazu area. During the interactive session, the villagers said that the de-addiction programmes held earlier had failed due to various factors. Some public leaders opined that people’s mindset on opium cultivation must be changed and they should not grow opium with the excuse that growing poppy was their only source of income.

They urged the government to supply more large cardamom seedlings to the people as the whole Lazu area was conducive for cardamom cultivation.

Landslide disrupts road communication to Parsi-Parlo

KOLORIANG, Sept 21: Road communication from Kurung-Bridge point to Parsi-Parlo got disrupted following landslides at several locations.

Land as well as mudslide washed away at least 2 kms of the road causing heavy damage to culverts, bridge wing walls, retaining walls etc.

Although PWD department is putting all out efforts to restore the road communication, acute shortage of men and machineries is likely to delay the restoration work, informed Nangram Sima, AE, PWD, Koloriang Sub-Division. He appealed to the users of the road to bear with the department for the inconvenience caused to them.

The mini-hydel project located at Patuk village too was damaged and the water tank of Patuk ADC Hqs washed away by the flash flood. Reports of large scale damage to agricultural fields and horticultural gardens, water supply pipelines, electric poles are also coming in from different villages of the circle.

Cheechung Chukhu, ADC Patuk rushed to the area and is monitoring the situation.

Meanwhile, Kurung-Kumey Deputy Commissioner Mamata Riba has convened an emergency meeting of the officials and constituted a committee comprising officers of various departments to assess the damage caused. She further directed the committee to make a realistic report of the assessment so as to recommend the higher authority for further necessary action.

SC directive against the spirit of Frontier

Regulation Act, says PPA

ITANAGAR, Sept 21: The directive of the Supreme Court of India to Arunachal Pradesh Govt for granting citizenship rights to the Chakma refugees within the period of three months is in complete violation of the spirit of the Bengal Eastern Frontier Regulation Act, 1873, as the Inner Line Permit was introduced to desist outsiders from entering and settling in any part of the then North East Frontier Tract and now Arunachal Pradesh, a state which is constitutionally protected till today, said People’s Party of Arunachal (PPA).

Describing the SC directive as unfortunate, PPA, Secretary General, Kaling Jerang in a release today said since the Chakmas were given shelter purely as refugees in places like Diyun, Bordumsa and Kokila in the state as a temporary arrangement, the directives of the Supreme Court to grant them citizenship rights is no less then ‘dictatorial imposition’ on the people of the state. This order unless corrected can lead to consequences having serious socio-economic, political, cultural and ethnic implications of huge proportions, the PPA said.

“The government of Arunachal Pradesh along with its people cutting across tribes, clans, regions, student organisations, intellectuals, various civil societies and political parties should immediately convene a Referendum Rally for defending the interest of the State by unitedly fighting against the unfortunate Supreme Court verdict,” the PPA general secretary said adding “Unless there is a reversal of the unpopular order, the intensity of the crisis of the Chakma issue can even lead to disintegration of the state.” The PPA further said the state Govt should immediately knock the door of the Supreme Court with petitions for reversal of the order and save the state from this grave crisis.

DC concerned over declining enrolment in Govt schools

BOMDILA, Sept 21:‘In spite of the various provisions and facilities made available for the students of the government schools, the declining trend of enrolment in government schools is a matter of grave concern’, observed Deputy Commissioner AK Singh while chairing the meeting of the District Level Steering cum Monitoring Committee (DLSMC) of Mid-Day Meal programme here today. The department concerned and other stakeholders need to affectively deal with the issue at hand by way of raising the standard of education and ensuring timely services related to Mid-Day Meal, nutritional items, health and hygiene programmes, regular supply of iron folic supplements etc, he said.

Earlier, DDSE M Kadu informed of the visit by the central team and of their positive remarks in connection with the successful implementation of the Mid-Day Meal programme in the district. He appealed the stakeholders especially the PRI members to closely monitor and supervise the programme in their respective areas for better result and delivery.

Block Education Officer (MDM) L Chhudup dealt at length on the achievements made during 2014-15 and the progress and target for the year 2015-16. Constraints like delay in release of MDM rice from FCI, transportation issues and conditions of the kitchen sheds and storage rooms of the various schools were also highlighted. District Coordinator NRHM Dr. DK Lama informed of the regular programmes being conducted in the schools under the RBSK programme.

Taloh inspects Govt. Model College site

YINGKIONG, Sept 21: Minister of Education, Tapang Taloh today inspected the site of Government Model College, Geku in Upper Siang district where construction is currently underway.

The college, since its inception in Jan 2015, has been temporarily functioning at GHSS, Geku complex. Currently, there are 111 students in first and third semester in Arts department with seven teaching faculties. Complete establishment of the college at its permanent site is slated to be done by August this year.

Addressing a public meeting on the occasion, Taloh said that development is possible only through cooperation and by maintaining a peaceful genial atmosphere. He also advised against adopting bandh culture and strikes which acts as a hindrance to development and urged upon the parents to give priority to their children’s education.

While responding to a memorandum submitted by the college’s Principal Kuku Panyang, Taloh informed that the GoAP has already approved for rationalising of required staffs as well as teaching faculties in all the colleges of the state. He also informed that funds have been placed for providing a college bus as well as vehicle for the college Principal.

He further warned the teachers against negligence of duty and urged the district administration as well as PRI members to make visits to the schools in their localities and check their functioning and report directly to government on any shortcomings.

Former MLA and chairman Legal Cell, APCC J K Panggeng also urged the public to cooperate with each other for development of the area irrespective of party affiliations. He also urged the Minister (Education) to pursue fund for construction of a judge’s quarter at Geku citing that a judicial court building has already been constructed and functioning of judicial establishments at Geku would mitigate the problem of the local people to a large extent.

Local MLA Olom Panyang also submitted a memorandum to the visiting Minister for construction of multi-storied school buildings at GHSS, Geku, hanging bridge over Siang river connecting Geku with Peging Botte (administrative headquarter of Riga area) and placement of fund for establishment of ITI at Geku, the foundation stone for which was laid by Chief Minister Nabam Tuki in 2014.

Later, the Minister along with the MLA, Upper Siang DC (in-charge), Tapik Pertin and various HoDS also visited the JNV school, the recently banned Liitung Liimang Public school, Town Middle School, GHS School and the temporary Model Degree College to have a firsthand knowledge on the condition and functioning of the institutions. Traders vow to remain united

ITANAGAR, Sept 21: Thousands of traders of the Capital Complex at a meeting under the chairmanship of Arunachal Chamber of Commerce & Industries (ACCI), president, Techi Lala, today univocally decided to stand united against any atrocity to justify the adage ‘United we stand, divided we fall’. One after another speakers, including Lala, general secretary Tarh Nachung, IMWA president Yumlam Achung, BWC presidents Shillong Tajo (Naharlagun), Tana Agul (Doimukh), Tok Tabin (Nirjuli) and Kipa Loram (Banderdewa) pinpointed that disunity among the business community was the root cause of all problems and decided to stand united and lodge complaint through the respective traders’ body in case of any trouble without keeping mum.

Lala pointed out that ACCI, being the apex traders’ body of the state, has been endeavouring to tackle law and order problems with the help of police to create a situation that is conducive for the outside investors to show interest in the state capital.

“As Capital Complex is the face of the state, we have to shoulder this common responsibility in the greater interest of the state. We have to ensure security and safety of the traders so that they do not continue to do business under fear psychosis. If the state proposer, we all would prosper, he said.

“We are not against anybody but anyone troubling the traders illegally in business would invite our wrath,” said Nachung.

The unity of Itanagar traders - the strength of the IMWA - is well-known which is, Achung said and exhorted everyone to bury any difference for greater interest. The IMWA stands with the decisions of the ACCI, he added.

Tajo almost dittoed the same line and assured the traders, particularly non-tribals to not have any fear.

Union Finance Minister invites national traders’ bodies to know their expectations before preparing budget every year, ACCI chief adviser Pradeep Kumar, said adding that ACCI affiliated to Confederation of Indian Industries and ACCI have jointly taken up various activities in the state.

Councillors Kipa Takum and Yapu Lisi and Arunachal Pradesh Carriage Transport Welfare Association president Kipa Tuglo also strongly supported the decisions and assured all support to the traders.

While announcing the withdrawal of the 72-hour shutter down proposed from September 22, Spokesman Toko Tatung lauded the police, particularly Home Minister Tanga Byaling for his assurance to not tolerate unlawful activities, particularly against the traders in the state. He sought a concrete fool proof policy from the GoAP to ensure security and safety of the traders if it wishes trade & commerce to flourish.

AAPSU pleads HRD minister for CBSE office at Itanagar

ITANAGAR, Sept 21: A delegation of All Arunachal Pradesh Students Union (AAPSU) comprising of its General Secretary Biru Nasi and Spokesperson Tanya Agu called on Union HRD Minister Smriti Zubin Irani at New Delhi today and submitted a memorandum requesting her for early establishment of a CBSE branch office at Itanagar.

Apprising the Minister about the problems being faced by the students and their parents in Arunachal due to absence of CBSE branch office at Itanagar, Nasi pleaded for the early establishment of one branch office of the CBSE in Itanagar.

Pointing out the innumerable complaints received from the students and parents regarding the hardship they faced while procuring even a migration certificate from the Regional Office, CBSE Guwahati, Tanya Agu said that CBSE branch office at Itanagar will lessen the untold suffering of the students and parents of the state.

AAPSU delegation in its memorandum further said “Every state in the North Eastern region has got their own Board of Secondary Education and almost 90 per cent of their schools are affiliated to their own board. Since Arunachal Pradesh does not have its own Secondary Board all the government schools are affiliated to the CBSE and most of the students of Government schools in our state are poor and they cannot afford to go down to Guwahati CBSE regional office to procure their documents.” The delegation further informed that after giving a patient hearing, the Union HRD minister agreed to take up the proposal for the establishment of Branch Office at Itanagar with CBSE authority and will mitigate the need for the same as early as possible.

On demand for the establishment of Law School, she suggested the delegation to take up the matter with the Law Ministry.

Third Arunachal Film Festival: A curtain raiser

A late starter in the development history in the country because of historical reasons, Arunachal Pradesh is also obviously a late starter in the cinematic journey. Geographically the biggest among the eight NE states and the home of many tribes and sub-tribes with beautiful cultural heritage, the state offers exciting opportunities in all aspects of development. In order to catch up with other developed states in the country, a lot of progress has to be made in all sectors including art and cinema which are considered to be the most powerful and effective mass media instruments in modern times.

The genesis

The history of films in North-East is 80 years, a journey that began with the making of ‘Joymoti’ by freedom fighter and poet–lyricist Jyotiprasad Agarwalla. Compared to other states such as Manipur, Meghalaya and Assam, film–making in Arunachal Pradesh by natives started as late as 1986 with the film by Taro Chatung. However, even before this, people of the state were directly or indirectly associated with film-making. ‘Rashmi Rekha’, an Assamese feature film was co-produced by Late Rani Thansen Wangchadong and Kanpey Wangsu from Tirap in 1974-75. It was followed by ‘Mera Dharam, Meri Maa’ by Dr Bhupen Hazarika in 1975 which dealt with the social structure of the Nyishis. Ahsad Muzid, an illustrious Assamese director made ‘Sonam’, written by Y.D. Thongchi on Yak herding community, the Brokpas. ‘Crossing Bridges’ made in 2014 by Sange Dorjee Thongdok in Sherdukpen dialect received wide-spread acclaim including a national award. Other notable achievers in the field include Moji Riba who has produced two famous documentaries ‘When the Mist is Lifted’ and ‘Between Me and God.’ The two documentaries have received much acclaim both inside and outside the country.

Taro Chatung, Moji Riba, Sange Dorjee Thongdok, Dorjee Khandu, Hage D. Appa and Late Ligang Tachang are some of the prominent film personalities who have contributed immensely in various fields of films. Apart from these prominent personalities many other native individual artists, directors and producers have contributed to growth of film making. Government organisations including Doordarshan and Information and Public Relations Department have produced many documentaries on socio-cultural and development themes to educate people as also to promote their cultural heritage. It is heartening to know that presently even animation films are being made by some talented native youths that speak volumes of their enthusiasm and hidden talent. It is difficult to get an exhaustive list of all the films and documentaries made in the state but there are reasons to believe that more than hundred in both categories must have been made so far. There are dedicated film-makers in most of the districts who have been making films on various themes despite their lack of resources and technical limitations.

The way ahead

Considering the immense prospects that films can bring about changes in the society on account of it being an effective vehicle for promotion of culture, education and a popular source of entertainment and information, the state government has provided Rs. 1 crore this year as financial assistance to local film-makers . Development in the field can also generate employment to people as entertainment industry is rapidly growing in the country providing employment to millions of people directly or indirectly.

In order to promote this sector, the state government has been conducting film festivals since 2013 on annual basis with an emphasis of encouraging native film-makers by screening their films and felicitating outstanding productions. So far three genres of films—short, documentary films, and feature films made in local languages as well as in Hindi have found entries in the festivals.

In 2013 eleven feature films and seven documentary films were screened. In the following year apart from documentary films, six feature films including the national award winning ‘Crossing Bridges’ by Sange Dorjee Thongdok was screened which received much acclaim from the audience. Altogether 14 short films under competition section were also screened. Another major addition was organising of a workshop on cinematography by inviting professional expert from Mumbai that proved to be immensely beneficial to local film-makers.

The ‘Third Arunachal Film Festival’ being held from September 25 to 27 at Nirjuli will be another feather to the cap of this annual event. Besides all conventional genre of films screened since 2013, this year a few animation films have also found their entries. Renowned film makers from some neighbouring states are also being invited to participate in the festival in order to facilitate interaction on various techniques of film-making with local film-makers.

Another encouraging development is the ongoing project for establishment of Film and Television Institute at Jollang, the DPR for which is under progress. The state government has been taking keen initiative for facilitating its early establishment by taking up support infrastructural schemes such as approach road, boundary walls, and timely acquisition of land and other required data to the Ministry of Information and Broadcasting. With its establishment, the film-making in the state is sure to get a stimulus and Arunachal Pradesh in particular and the North-East in general is expected to take a giant step forward in the arena of art and cinema.

ZFM from Sept 24, hoteliers urged to ensure best hospitality

ZIRO, Sept 21: A meeting of all hoteliers of Ziro was convened in the office chamber of the Deputy Commissioner here today to ensure the best hospitality to the tourists and musicians during the fourth edition of Ziro Festival Music beginning here from Sept 24 with the four days programme.

DC Kanki Darang emphasised on the need to maintain cleanliness in and around the hotel campus. He also requested the hotel managers to engage people who have been trained under various courses by the Department of Tourism. He further suggested for formation of social group through social media for better communication with each other and the district administration.

Briefing about the security arrangements, SP Tumme Amo directed the hoteliers to install CCTV cameras in their premises and recruit staffs after proper police verification to provide a sense of security to the visitors. To assist tourists to obtain ILP, a special counter would be installed at Kimin check gate manned by a DTO, he said. DTO Tater Mize suggested for the formation of an hoteliers association for proper correspondence and redressal of problems faced by them. He also asked for timely submission of tourist statistical report and proper validation and entry of all the names of the tourists. Better statistics would ensure better support from the Govt, he added.

Director ZFM, Bobby Hano briefed about the preparations for the festival. He informed that 1500 tickets have already been sold online and they had to close the online booking as they could not accommodate the number of requests. DIPRO

Capacity building training prog

on communication skill

ITANAGAR, Sept 21: Five days professional training on Capacity Building for District Programme Managers, Deputy Mass Education Information Officers and District Extension Educators on Communication Skills commenced today at State Training Centre, National Health Mission office, Naharlagun. The objective of the training being organised by A.P State Health Society is to impart technical as well as hands-on training for effective designing and implementation of NHM goals.

While addressing the gathering, Mission Director (NHM) P N Thungon hoped the training will give insight into focal point of IEC/BCC and help the participants to design action plan for state as well as districts for effective implementation of the scheme and better deliverance of health facilities. Terming communication as most important aspect, he exhorted the participants to take the training very seriously and to bring qualitative change in service delivery across the state. Emphasising on importance of behaviour change communication, he added behaviour, such as hand washing and maintaining hygiene can be inculcated among the villagers to prevent many preventable disease and strictly directed to maintain mandatory protocols of IEC in PHC and CHC.

Additional Mission Director (NHM) Habung Lampung said innovative IEC activity should be developed for maximum dissemination of information regarding any health issue. Further he said activity should not be limited only up to Record of Proceeding (ROP), rather any activity related to health issue should be reflected in the ground level.

Resource persons Professor T Mathiyazhagan, former Head, Department of Communication, National Institute of Health and Family Welfare and Manoj Varghese, former Consultant (IHBP) explained in detail on communication components and Behaviour Change Communication. During the span of five days training, emphasis will be given on practical and field visit to make the participants acquaint with the techniques and means of effective communication strategy.

Student brutally assaulted by Police

MIAO, Sept 21: The policemen on the eve of Vishwakarma Puja on the evening of Sept 18 brutally assaulted a Class XII student of GHSS, Miao.

Amidst melancholic sounds of bhajans and Bollywood numbers, the student Khiseng Havi, a resident of New Khamlang village in Namphai-II under Miao administrative circle, was at Upper Miao with three school mates. When the three friends were busy conversing with school friends in a pandal near the helipad road, Khiseng Havi was brutally beaten up by a group of policemen under the cover of darkness. His mobile phone was also snatched and destroyed.

After perpetrating the atrocity, the policemen irresponsibly left the school boy unconscious with serious injuries. The bystanders who witnessed the assault apprised the three friends of Khiseng Havi. Without wasting time they immediately rushed him to Community Health Centre.

The Puja night went off without any repercussions but the next day on Sept 19, the students of GHSS, Miao thronged the police station demanding immediate arrest of those policemen involved in the attack. But the demands of the students were not given any heed by the police.

Following the negative response meted out by police, the villagers of New Khamlang in hundreds with daos and sticks gheraoed the police station yesterday afternoon demanding immediate handing over of the policemen.

Elder brother of the victim, Lapnam Havi in strongest words said the policemen crossed every limit of human decency and openly demonstrated high handedness and brutality.

“My brother committed no crime as he was simply enjoying the Puja as most did, so why was he brutally assaulted by the policemen,” he questioned. He demanded for immediate action by suspending those involved in the assault.

Miao Sub Division Youth Organisation (MSYO) too has condemned the attack terming it as irresponsible attitude of police. The MSYO demanded stern action against the police for taking the law in their hands.

ZPM Jowkhong Singpho, CO Apollo Lungphi, SDPO Mihin Gambo and Lod Tari intervening into the situation, conducted detailed deliberations with the village leaders. It was decided to punish the policemen involved within 10 days. It was also decided that the police establishment would bear the expense of the victim's treatment and also replace the lost mobile phone. The SDPO acknowledged the guilt and assured that his policemen will not commit such mistakes in future.

The villagers were not ready to calm down unless the culprits were handed over but rigorous intervention and pleas forced them to leave the police station. They left on the conditions that if the policemen were not punished and suspended in 10 days they will be back demanding for their conditions.

The incident has spread shock waves across Changlang district. There is no denying the fact that the young policemen lack discipline and respect for law. Such unprovoked incidents will certainly widen the gap between the police and public. The onus now lies on the police leadership to mend the mistakes and take remedial steps for the larger interest of the state.

Capacity building workshop on Ecological Economics begins at RGU

ITANAGAR, Sept 21: A four-day workshop on “Ecology, Society and Development in North East India: Concepts and Methods” being organised by the Department of Economics, Rajiv Gandhi University in collaboration with the Indian Society for Ecological Economics, commenced at RGU today.

Addressing the inaugural session, RGU Vice Chancellor Prof. Tamo Mibang highlighted the importance of Ecology in the overall development of any country. He made a comparison between the traditional use of ecological and natural resources and their use in the industrial and urban sectors. While the traditional use of resources left the ecological condition healthy, but the large scale use of natural resources in the industrial sector has led to the ecological degradation, a situation which has badly affected many developing countries, including India, he observed.

Dr. Jagadish Krishnaswamy from ATREE, Bangalore spoke about the significance of the study of ecology which is undergoing rapid changes in negative direction. Unless this deterioration could be arrested, the very purpose of development will be thwarted, he said.

Dr. Seema Puroshothanam from Azim Premji University, Bangalore shed light on the deficiencies of the development paradigm which emphasizes mainly the growth of gross national product (GDP). She pointed out that if a high rate of growth of GDP is accompanied with a higher rate of decay of environment then the very purpose of development is defeated. She further stressed that the ecological effects of development must be taken into consideration while formulating policies.

Prof Mitra of the Department of Economics highlighted that even half a century ago ecological resources were so abundant that ecology was a subject of biological sciences. But the growth of population and intensification of development activities led to the scarcity of the ecological resources, a condition which required its study by application of principles of Economics. Now Ecological Economics is a subject whose knowledge is a sine qua non for understanding the ecological impact of development activities, he opined.

Dr. Vandana Upadhyay, Head of Department of Economics, RGU also spoke on the occasion.

The inaugural function was also attended by the Registrar of the university, teachers and students from various departments of RGU.

A good number of scholars and experts including Prof. Sudha Vasan, Delhi university, Prof. Arupjyoti Saikia, IIT, Guwahati and Dr. Shyam Viswanath from the Ministry of Environment and Forest, Government of India are attending the workshop as resources persons.

ABK unit distributes relief items to Anpum and Loklung villagers

TEZU, Sept 21: The Lohit-Namsai District unit of Adi Baane Kebang (ABK) provided relief materials and some cash assistance to the flood affected people of Anpum and Loklung villages yesterday.

The ABK district unit team headed by its chief advisor Tobang Pertin and General Secretary Kaling Dai provided household items, clothes, shoes, torchlight and other items to them.

The road communication is still awful as the existing road was washed away by the river before we could reach Anpum and we had to make our own route with the help of the villagers, he told.

He hoped the Government will expedite the relief and rehabilitation of the displaced villagers.

He advised the villagers to not lose hope and comforted them saying that the ABK was always there to help and aid them in times of crisis like this.

Pertin also advised the people to maintain cleanliness and good health and hygiene practices like washing hands with soap before taking food. Defecation in open area should be avoided for a healthy and disease free living, he said.

Individuals including civil societies and NGOs in Tezu came forward to donate for the cause of helping the hapless people.

Improve relation with neighbours

In recent days, the relation between India and its immediate neighbours are cooling off. Sadly this is happening even though Prime Minister Narendra Modi himself visited almost all the neighbouring countries barring Pakistan to improve the relation. The hostility between India and Pakistan is refusing to end. Almost on daily basis the ceasefire violation is taking place along Line of Control (LOC). With each passing days, the hostility between two neighbours is only growing.

The recent stand-off between Indian and Chinese forces in Ladakh region shows that despite all the talks of bonhomie, still there is long way to go before relation between two Asian giants improves. Border row is still bone of contention and unless it is resolved, the tension will prevail along McMohan line. Nepalese government while adopting the new constitution has bluntly ignored Indian authorities who had appealed them to hold the whole exercise for some time. Infact when foreign secretary S. Jaishankar recently visited Kathmandu to convey Indian concern over violence erupting due to adoption of new constitution, Nepalese people organized protest against his visit. Such hostility from a usually friendly country like Nepal is unexpected and it is a matter of deep concern. Modi government will have to take more initiatives to improve the relation with neighbouring countries. Especially the souring of relation between two nuclear armed country India and Pakistan is worrying the international communities. Also the continuous ceasefire violation along LOC is troubling people living in the border areas.

Dismal image of Indian democracy

Dear Editor,

Contrary to what the opposition says; holding progress of the nation at the tip of an enormous sunken iceberg of ego, pragmatism, useless procrastination, self denial and destructive negative politics; the great harm done to national interests could not be underestimated. The lack of cooperation and coordination between the government and the opposition is destroying and even closing doors of opportunities for the nation and portraying a dismal image of the Indian democracy to the global audience. Several important bills necessary for the much need economic reforms to attract foreign and private investments are being professionally derailed. I am not sure whether such destructive ego and vindication based politics is going to earn rich dividends either for the ruling or the opposition parties; but this is sure to destroy the economic, strategic and diplomatic interests of the nation and her people. Only time will tell how much India lost through this useless daily political drama and the citizens of the nation would have to take call to end this game of holding the nation victim before personal ego and vendetta. Both the opposition and the ruling coalition need self introspection for travelling this path of self destruction and both would be answerable to history and the society.

Chakma and Hajong refugees & ILP

As per petition moved by the Committee for Citizen Right of the Chakmas(CCRC), the Supreme Court on Thursday, the 17th September’2015, directed the Centre and Arunachal Pradesh government to finalise the conferment of the citizen rights on the “Eligible” Chakmas and Hajongs. The Court directed that the exercise for grant of Citizenship to Chakmas & Hajongs people may be “Completed at the earliest preferably within three months”. The court also directed both governments to “ensure compliance of direction for protection of their lives and liberty and guide them against any discrimination.

Justice Goel, pronouncing the judgement, said “It stands acknowledged by court on the basis of stand of the Government of India that Chakmas have a right to be granted Citizenship subject to the procedure being followed”. It also stands recognised by judicial decisions that they cannot be required to obtain any Inner Line Permit as they are settled in the state of Arunachal Pradesh” the court said. It further said that “they could not be discriminated against in any manner pending formal conferment of rights of citizenships”

Now the question arises about the obtaining of Inner Line permit. Yes, the Chakmas and Hajongs are settled in Arunachal Pradesh like other non-tribal businessmen, government employees, but these businessmen and government employees, some of who were born and brought up in the State of Arunachal Pradesh require Inner Line permit to enter in Arunachal Pradesh. So why should not the Chakmas and Hajongs be issued ILP.

Secondly, it will be difficult to check new influx of Chakma and Hajongs refugees, if state government allow them to travel without any Inner Line pass.

CPWD guidelines and violation

This is in response to clarification given by one public relation department of M/s Apaar Infratech Pvt. Ltd. Noida.

All Arunachal Pradesh Non Registration Contractors’ Association was established with H: Q. at Itanagar, with a view to check and balance the gross violation of CPWD guidelines framed by the government of India from time to time by the proprietors and contractors of the various firms/company in the state. The main intention of the association is not to create any enmity with any individual contractors or any person or to tarnish anyone’s hard earned reputation and create misunderstanding amongst the contactors and proprietors without any valid reasons.

As every citizen of the state considers that Arunachal is the land of ”Kushi- Kushi” and no law prevails in the state. Indeed, it is not the fact. Now with advancement of science and technology and arrival of the computer era, the word Kushi- Kushi is no longer prevalent in our state.

Further, through the said association, I have filed RTI in various departments and found that there are so many firms/company which are not registered as per guidelines of the CPWD. However, some of the firms/company is registered under CPWD but neither proprietors pay the tax nor renewed the firms. So whenever tender contract work advertise comes, simply the contractors conspiracy with concern head of the department and getting pretty tender contract works through their scanned documents in various department in the state. Therefore, the genuine and deserve firms/company are being deprived of tender contract work in the state.

Moreover, the AAPNRCA is firmly affirmed to against the bogus firms/company who are intentionally hoodwink the unemployed educated youths and general public in name of their bogus firm and illegally draining away the public money which meant for all round development of the state.

Furthermore, the public relation department of M/s Apaar Infratech Pvt. Ltd. has blindly blamed/criticised the media for publishing the representation submitted by the Association to the concern department for enquiry of the matter to unearth the truth is condemnable and it holds no water. The issue which association has taken up is genuine and for interest of the general public.

It is also said that ”no fire no smoke”. Hence, if there is no lacuna, why association should raise allegation against your firm/company?

However, if your company is registered under the company act, 1956 and same is up to date renewed then there is no problem at all.

Besides this, AAPNRCA did not seek any clarification from concern firm/company but appealed to the concern department authority to clarify and certify the firm whether it is authenticate or not.
